Laos is to allow a foreign delegation to inspect Xayaburi hydropower dam on the Mekong River.Reported in Thailand's The Nation, the USD3.5 billion project is to come under scrutiny from technicians and representatives from donors including the Asian Development Bank,World Bank and members of the Mekong River Commission – officials from Cambodia, Thailand and Vietnam.

The president of the Vietnam Energy Association has called on government to allow small and medium-sized hydroelectric plants to participate in the competitive power generation market.Tran Viet Ngai told members of the Vietnam Chamber of Commerce and Industry (VCCI)at a forum that by doing this small and medium-sized hydroelectric plants would find it easier to access investment and reduce their taxes.Currently, only electric plants with capacity of more than 30 megawatt can join the competitive power generation market.

The China CleanTech Index has reported an 8.1 per cent loss in June, a worse performance than all its benchmarks and it was down 10.8 per cent for the year. Only days after Bloomberg New Energy Finance reported  that China was driving global growth in the clean energy sector with a 92 per cent surge in investment in the second quarter of 2012 over the first quarter, the Index showed that investor confidence is still shaky.

The deputy energy minister of Laos denies his country has ignored agreements with neighboring countries over the building of the controversial USD3.5 billion Xayaburi hydropower dam on the Mekong River. The project – and others planned for the Mekong and its tributaries – has come under fire from activists, people living along the river and some neighboring countries because of what they saw as an inadequate environmental impact assessment.

The growth of renewable power generation is expected to accelerate over the next five years, according to a new report from the International Energy Agency (IEA) that acknowledges the coming-of-age of the renewable energy sector. The report says that despite economic uncertainties in many countries, global power generation from hydropower, solar, wind and other renewable sources is projected to increase by more than 40 percent to almost 6,400 terawatt hours (TWh) - or roughly one-and-a-half times current electricity production in the United States.
