Mike Kilburn, Civic Exchange

Mike Kilburn is the Environmental Programme Manager of Hong Kong-based public policy think tank Civic Exchange. He is principally responsible for managing Civic Exchange's research and stakeholder engagement on environmental issues including air pollution, nature conservation, water, energy and urban planning, while also supporting its work on climate change.

His work on air pollution has included tracking, assessing and responding to public policy initiatives in Hong Kong and the Pearl River Delta, and managing research on legislation, new stakeholder engagement tools such as the Hedley Environmental Index, and emissions reduction agreements such as the Fair Winds Charter. He is also responsible for crafting a nature conservation policy framework and the first Summit of Hong Kong's environmental NGOs, which will take place in March 2011.

Prior to joining Civic Exchange Kilburn served for six years as the Public Policy Analyst for Kadoorie Farm and Botanic Garden. He is also Vice Chairman of the Hong Kong Bird Watching Society, which is proactive and effective in protecting birds and their habitats in Hong Kong.

On Monday 23 April 2012 the Environmental Affairs Panel of Hong Kong’s Legislative Council (LegCo) passed a motion requiring the Hong Kong Airport Authority (HKAA) to conduct a social return on investment (SROI) study, a carbon audit and a strategic environmental assessment (SEA) in addition to the statutory environmental impact assessment (EIA) which they must conduct in order to secure approval to build a proposed third runway at Hong Kong International Airport. This decision is significant because plans to add a third runway at London’s Heathrow Airport were shelved largely because a SROI study showed that the impacts on residents living near the airport outweighed the economic benefits highlighted in the original proposals.

In the last three months Airport Authority Hong Kong (AAHK) has been consulting the public on its masterplan for the next 20 years. In essence this comes down to whether an additional runway should be added to airport or whether growth should be limited to the maximum capacity of the existing two runways.

Having long served as the environmental watchdogs in a city that prioritized economic development, very often to the detriment of important habitats, species and our wider quality of life, this is hardly surprising.
