Three Gorges Corp first 'responsibility report' fails to assure

After a severe drought hit the middle and lower reaches of the Yangtze River that persisted until May, followed by floods this month, critics have questioned whether the Three Gorges Dam had caused or aggravated the situation and whether it is actually capable of controlling floods.
